PSG Package Builder Singapore 2026: Step-by-Step Guide to Configuring Your EDGE Grant Package

The new Package Builder on SMEsGoDigital.gov.sg lets SMEs configure flexible grant packages and get a Package ID before applying via BGP 2.0. Here's how it works.

The Package Builder is a new configuration tool on SMEsGoDigital.gov.sg that Singapore SMEs must use before applying for EDGE (formerly PSG) digital grants from mid-2026 onwards. You configure your solution package, receive a Package ID valid for 1 month, and then submit it with your grant application in BGP 2.0.

If you've applied for PSG grants before, you'll notice the process has changed. You no longer go straight to the Business Grants Portal and attach a vendor quotation. The new flow adds an important first step: the Package Builder. Understanding this step will save you time and prevent rejected applications.

This guide explains what the Package Builder is, why IMDA introduced it, how to use it step by step, and what to do after you've generated your Package ID.

What Is the Package Builder in SMEs Go Digital?

The Package Builder is a new module on SMEsGoDigital.gov.sg launched as part of IMDA's EDGE rollout in 2026. It lets SMEs:

  • Browse a pre-approved vendor's solution packages
  • Add variable cost items (additional user licences, professional service days, training days) to a base package
  • See the estimated grant amount based on the configured package and qualifying costs
  • Generate a unique Package ID that links their configured package to their grant application

Before Package Builder existed, SMEs went directly to the Business Grants Portal and manually entered package details or attached a vendor quotation. The qualifying cost calculation happened downstream, often leading to discrepancies or rejected applications. Package Builder moves that calculation upstream, so both the SME and the grants portal have a shared reference (the Package ID) for exactly what was configured and at what cost.

Why Did IMDA Introduce the Package Builder?

The old PSG process had three recurring problems that IMDA's data identified:

1. Over-procurement. SMEs had to choose from fixed packages. A company with 12 employees would buy a package designed for 15, paying for licences they wouldn't use.

2. Solution mismatch. Fixed packages often didn't match operational needs — too much training bundled in for a tech-savvy team, not enough professional services for a complex setup.

3. Adoption drop-off. When SMEs bought the wrong-sized package, they got a solution that didn't quite fit their workflow. Adoption lagged after the grant period ended.

Package Builder solves all three by letting SMEs configure exactly what they need — right-sized to their headcount, project complexity, and training requirements — before the grant application is even submitted.

Step-by-Step: How to Use the Package Builder (as of EDGE Rollout 2026)

Based on IMDA's June 2026 vendor briefing, the Package Builder workflow for SMEs follows these steps:

Step 1: Select the Package on the Solution Page

On SMEsGoDigital.gov.sg, find the vendor and solution you want to adopt. Click through to the solution detail page. You'll see the vendor's fixed packages listed. Select the base package that best fits your needs.

Step 2: Confirm Vendor Meeting

IMDA requires confirmation that you have met up with the vendor before proceeding. This is a standard step to ensure SMEs aren't applying for solutions they haven't actually explored with the vendor.

Step 3: Add Variable Cost Items, Review, and Confirm

After selecting your base package, you can add variable cost items — the add-ons the vendor has made configurable. Common examples:

  • Additional software licences (e.g. +2 user licences at S$50 each)
  • Additional professional services days (e.g. +1 day at S$500)
  • Additional training days (e.g. +1 day at S$500)

Review your complete configured package with the subtotals. You'll also see an estimated grant amount based on the qualifying costs for that solution category. Enter your email address to receive a copy of your configuration.

Step 4: Log In via Corppass

To generate your Package ID, you need to authenticate via Corppass — the same business authentication used for other government transactions. Have your Corppass login ready.

Step 5: Package Created — Copy Your Package ID

After Corppass authentication, your package is created and you receive a unique Package ID. Copy this immediately. You'll need it for the grant application in BGP 2.0.

Important: Package IDs are valid for 1 month from the date of generation. If your grant application isn't submitted within 1 month, you'll need to generate a new Package ID.

Step 6: View Your Package via Dashboard

You can view all your configured packages via the dashboard on SMEsGoDigital.gov.sg. This lets you track what you've configured and when your Package ID expires.

What Happens After You Generate a Package ID?

Once you have your Package ID, you proceed to the grant application itself:

  1. Go to the EDGE Form in BGP 2.0 (Business Grants Portal 2.0)
  2. Submit your application with:
    • Your Package ID
    • Your vendor's quotation
    • Standard company and application information

The Package ID ensures that what you claimed in Package Builder — the specific configuration, cost items, and estimated qualifying cost — is verifiable by IMDA's grant processing team. It eliminates discrepancies between what the vendor quoted, what the SME applied for, and what IMDA approved.

Common Package Builder Questions from Singapore SMEs

Do I need a Package ID for every PSG/EDGE application? Yes, for all applications under the new EDGE framework once it goes live in BGP 2.0 (targeted end-Sep to Oct 2026). Applications for solutions in the Generic Sector category are required to use the Flexi / Package Builder structure from 30 June 2026.

Can I configure a package without meeting the vendor first? IMDA's process asks you to confirm that you've met the vendor before proceeding in the Package Builder. The intention is to ensure you're configuring a realistic, vendor-supported package rather than clicking through blindly.

What if I configure a package but the vendor's pricing changes? The Package ID captures the configuration at the point of generation. If vendor pricing has changed, you'll need to generate a new Package ID. The vendor quotation you attach to your BGP 2.0 application should match the Package ID configuration.

What if my Package ID expires before I submit? Generate a new one. Package IDs expire after 1 month, so plan your timeline accordingly. If you're close to the expiry, generate a fresh Package ID rather than risk having an expired one at application time.

Is the estimated grant shown in Package Builder guaranteed? No. The Package Builder shows an estimated grant based on your configured package and the qualifying cost per the solution category. The actual grant approved by IMDA is the definitive amount, subject to their evaluation and any qualifying cost caps.

My vendor says they haven't done their Flexi-CR yet. What should I do? Wait until they've completed it. Vendors must submit their Flexi-CR (Change Request) by 13 July 2026. After IMDA processes the CRs, vendors will receive Letters of Verification (LOVs) from end-August 2026. Only Flexi-compliant solutions will be available on Package Builder when EDGE goes live in BGP 2.0.

Can I use Package Builder for EDG applications? No. Package Builder is specific to IMDA's EDGE (Automation & Digitalisation) grant — the pre-approved digital solutions scheme under SMEs Go Digital. EDG (EnterpriseSG's Enterprise Development Grant) has a completely different application process through the Business Grants Portal and is not connected to Package Builder.

What to Prepare Before Using Package Builder

To make the Package Builder session smooth, have ready:

  • Vendor name and solution name — so you can find it on SMEsGoDigital.gov.sg
  • Headcount / number of users — to calculate the right number of licence add-ons
  • Project requirements — how many days of professional services you'll realistically need for setup, data migration, and go-live
  • Training needs — how many training days your team will need
  • Corppass credentials — to authenticate and generate your Package ID
  • Email address — to receive your configuration summary
